Start location services and foreground service (if not running).
Start and stop calls are handled one at a time, in call order, by handleLocationServicesCalls. A stop that arrives while a start runs (from inside the engine start or from another thread) is not answered "success" without stopping anything: it runs as soon as the start returns and is answered after the engine stopped. A start that arrives during a stop runs after the stop and is always answered.
