Whether the campaign's schedule window is open now. Does not look at status. A campaign with no schedule or no start date is never shown (feed, notification and popup all ask this method) and a warning is logged; it used to throw here and take down the whole feed. A missing end date still means "no end" and a missing activation means "not scheduled".
