clearCartoCacheOnLaunch

When true, the persistent map-tile disk caches are wiped at SDK init. This includes the online basemap tile caches under context.getCacheDir()/ and any engine-side offline map-tile package files. Default true while we diagnose launch-2 missing-rooms regressions; flip false in release once stable.

Backed by clearCartoCacheOnLaunch (same instance — setting either reference updates both).
