Cached access-locked property list ignoring the role-cache TTL. The set of locked properties is a property-topology attribute, not a per-user grant, so it stays valid for the offline fail-closed path even after the user's grant cache has expired. Still cleared on logout/account-switch via clearCachedRoles. Returns an empty list if never cached.
