isPhoneticPrefix

Convenience: encodes both inputs and reports whether the encoded query token is a phonetic PREFIX of the encoded name word. Inputs are lowercased defensively; diacritics are expected to be stripped by the caller (the matcher's tokenizer does NFKD folding).
