Build the RoutingConstraints derived from the property's active scheduled alerts (blocked buildings/floors, impacted entrances and node links) so route requests can re-route around closures. Consulted by the route-build path right before a RouteRequest is dispatched to the positioning engine.
Return
the alert-derived routing constraints, or null when the property has no active alerts (no constraints to apply)
